Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: hopeful statements are issued from different nations. Considerable effort is devoted on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capability enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats flew past – advanced fighter aircraft provided to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably provided by partner states. Every firing creates sudden vibrations, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: maybe the incoming missile won't hit its mark this time, sparing the city from catastrophe and further power outages.
Continuous Dangers
Following this, a heavy machine gun fired at a drone close by, part of a defensive team – probably imported technology. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its destination.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: seven people killed, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to replace in the short term.
Failed Diplomacy
The comprehensive proposal from US administration provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.
Political Considerations
It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is impossible to compel Moscow to relinquish the land that it already controls in Ukraine's south or east.
The problem is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a total frontline collapse until circumstances change in its advantage.
Existing Situation
Objectively, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a only one week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
